Overview
Led content strategy and design for a new intranet for Bufetat, Norway's national child welfare agency, working directly on the agency's own project governance documents.
Who This Is For
Government agencies and public bodies replacing an intranet, with accessibility obligations and formal project governance. This case is most useful if:
- your intranet replacement is governed by a formal mandate and requirements
- content needs auditing before anything migrates
- staff need to find routines and tasks quickly
- WCAG accessibility compliance is a requirement, not an option
The Challenge
Bufetat, the Norwegian Directorate for Children, Youth and Family Affairs, needed a new intranet to replace its existing system, under a project budgeted at NOK 6.5 to 9.5 million and sponsored by the agency's director.
The content had to be ready before the platform was: audited, structured and accessible ahead of migration.
Our Approach
The team now behind ECM.DEV led the content design process, defined in the delivered methodology as work "led by a senior content advisor working closely with a senior designer".
- Governance review: the agency's project mandate and functional requirements reviewed and annotated.
- Content audit and top tasks: an audit of existing content, and workshops to identify the tasks staff most needed to complete.
- Taxonomy and editorial workflow: a structure for the content and a workflow for maintaining it.
- Accessibility: WCAG compliance built in ahead of migration.
- Visual design: finished designs for the homepage, routines, workspace and navigation screens.
Impact
A foundation before the migration. A major government agency gained a structured, accessibility-compliant content and design foundation for its new intranet.
Governance shaped from the start. The project's own governing documents were directly shaped by the team's review.
Intranet projects are usually scoped as technology replacements. The work that decides whether staff use the result is the content design done first.

Dries Buytaert: The cost of running multiple CMS platforms
Dries Buytaert argues that running multiple CMS platforms creates hidden operational costs through duplicated integrations, security policies, expertise, and governance. He proposes standardizing on Drupal while using different operating models—SaaS (Acquia Source) for speed and PaaS (Acquia Cloud) for control—to preserve flexibility while reducing fragmentation.
