Intranet Upgrade for National Parliament

Norwegian Parliament

Overview

Upgraded the intranet for the Norwegian Parliament, delivering a UX redesign improving content organisation and employee experience within strict public sector data sovereignty, accessibility and privacy requirements. Integrated Episerver CMS with SharePoint for document management, implemented Piwik Pro for privacy-first analytics with no third-party data leakage, and aligned all design decisions to WCAG 2.1 AA accessibility standards.

The Challenge

The organisation intranet was built on a platform that is now ageing, difficult to maintain, and poorly adopted. Content is hard to find, navigation is confusing, and the editorial process is cumbersome. Staff rely on email and informal channels instead. The organisation must also ensure accessibility compliance, data sovereignty, and privacy-first analytics - ruling out many off-the-shelf solutions.

CMS & SharePoint Integration - Architecture connecting the web CMS with SharePoint for document management, search, and collaboration. Privacy-First Analytics - Implementation of Matomo, Piwik Pro, or equivalent - fully compliant with data sovereignty and GDPR requirements. Accessibility Compliance - WCAG 2.1 AA alignment across content, templates, and editorial guidelines. Content Governance - Editorial workflows, ownership model, and lifecycle management suited to public sector accountability requirements.
